my ex-husband signed a letter stating he wants no part of the house, is this enough to get a quit claim deed?
No, he must sign and notarize the quitclaim deed itself. You should also record it in the county where the property is located.

I feel the letter is not sufficient. You ex-husband should sign a quitclaim deed and the deeds to be notarized and recorded in the county recorder's office.
