can I refinance after a buy-out?

Like 0 Dislike 0 I refinanced to fix up my home of 19 years- I got about 40.000 and put it into my home I was then informed that I couldnt refinance again due to a texas law that said we couldnt because of a texas buyout . I am locked in to a 7.9 % mortgage and only wanted to drop the percentage to 5.5% no take out money was involved. one company was from utah and the other one was from florida who let it go to the day of closing and then said they couldnt do it because of texas laws does this sound feasible.

However, it would be better if you could consult a Texas real estate attorney. He would be the best person to help you in this regard.
