You can surely refinance your mobile home and pay off your credit card. You need to do a cash-out refinance and use the extra money to pay off credit cards and other debts. But there has to be enough equity in your home so you can cash it out. Do you qualify for a refinance? How good is your credit? Do you have sufficient income? How old is your mobile home? Is it in good condition?
