can I transfer title without refinancing

I want to give my former home to my children in in their 40's
I have it financed and still owe on it

Yes, definitely you can transfer title to your children by signing quit claim deed. But still you will be the only person responsible for mortgage.

And if you want to transfer the mortgage too, the refinance will be an option for you.
