Can I combine a first mortgage and a Texas A6 equity loan?

I have a 10-year old first mortgage and a 1-year old A6 equity loan. I want to combine them and take advantage of the current low interest rates. Can I combine these? (I was told I could not before the A6 loan was one-year old.)

Once the A6 loan is 12 months old, you can try refinancing both the mortgages into one and take the advantage of the current low rates.
