Please advise me of what I can do to proceed to refinace and get out from under this type of loan an obtain a lower interest rate.

Also, it should be noted that a Texas A6 loan cannot be refinanced within the first 12 months. As more than 2 years have passed since you refinanced the loan, you should be able to get a refinance.
