Cash out Refi, Countrywide said they cant do Texas?

I talked to CountryWide for about an hour today asking for a home equity loan or cash out Refi. At 1st she offered me a great Cash out refi deal with a lower interest rate too, plus 27k cash..then said because of Texas law she cant do it afterall.
We have about 35-45k equity in our home and 20k in credit card bills we want badly to pay off. We owe 20 yrs on the home (75K) and have a FICO of 634.
From what I read I should be able to do this, is this really Texas law holding us back, Countrywide, or my credit score.
We have never been late on our house payment for a decade
with Countrywide.

txtm...i would think it'd be a waste of email time to send one to him, but that's just my opinion based on his refusal to play the game by the rules.

Did the bank give you any reason as to why they will be unable to give you a loan? I think you should speak to some other lenders and check out if they can help you.

Guessing you have a manufactured home. Banks in Texas won't touch them for refi....
