both parents are deceased, the property has never been changed our of their name, and we need to get insurance on the home house as it is called, it is located in the state of texas, will this be possible and how

Yes. You need to call a Home Insurance agent

You'll have to first transfer the property in your name. You can file an affidavit of heirship at the county recorder's office and get it transferred in your name. In case, if your father left back a will, then that needs to be probated in order to transfer the property in your name. Once the property is transferred, it would be easier for you to get an insurance.
