Need a 95% LtV purchase in Texas with 696 credit. anything besides FHA available?

There are a number of lenders in this community who offer loans in Texas. You can go for a no-obligation free mortgage consultation with them and see if they can offer you a loan at 95% LTV. Your credit is quite good. But apart from your credit score, your income, etc. will also be checked. If you qualify, they should be able to help with the loan.
