Is there anyway in Texas that I can refianance my first lien mortgage and leave my second mortgage in place, but also get 80% loan to value (cash out) on my first lien?

If I refinance my first and second liens can I get 100% or 95%? My second lien was for a pool - it is not a home equity.

Welcome to our forum.

Is there in Texas that I can refinance my first lien mortgage.

Is you paid out your total previous ( First ) mortgage ?

There is no chance to refinance your first loan because as you say you have already get 80 % of loan value.

Only you need to contact or visit to your nearest mortgage company or service provider i hope they will guide you better to refinance your mortgage.
