On tx refi I need to know if a Renewasl & Extension Exhibit gets recorded with the DOT. Do some state consider it a rider?

As it's a renewal and extension exhibit, I think it would get recorded. Why don't you consult an attorney in this regard? A Texas based attorney would be able to help you in a better way.

Texas renewal and extension exhibit provides the lender with an additional security regarding the mortgage loan.

Since this is an exhibit to DOT, it gets recorded. It appears to try to preserve the characteristic of the loan as a purchase money mortgage instead of a refinance. Apparently, in some states (not necessarily Texas), a refinance changes the foreclosure/guaranty nature such that the loan may become non-recourse (can sue you if you give back the property, but still owe money since the house was worth less than mortgage).

Still would need to check with an attorney.
