I am being harassed from creditors from a failed business. my wife and i do have personal funds held jointly in cd's and bonds. As they are jointly titled are they untouchable in a bankruptcy or can they force my wife to sell to pay debt?

Your portion of money from the joint account can be used in order to pay off your creditors. The bankruptcy trustee will not be able to use your wife's money to pay them off. Moreover, if she has any separate property, it will not be touched as she is not filing bankruptcy.
