I filed bankruptcy a while back and had an investment home that I was released of financial responsibility.
At one time previous to that I signed a quit claim to add my dad to the title.
The minneapolis, mn property taxes are now in his name and piling up and the bank won't foreclose supposedly because the property taxes aren't paid.
How can I get this out from my dad being responsible or he too will have to file a bk.

It is not mandatory for him to file bankruptcy. Both of you will have to take steps and pay off the default taxes. Once the taxes are cleared, the lender will be able to foreclose the property.

Problem is we don't have the money to do it and we aren't paying them. We were advised not to pay the property taxes as they would go with the foreclosure with the bk.
So here this house will sit forever continuing to bring down all the others' home values all because the city of Minneapolis doesn't let it go and the debt will just continue to grow in my dad's name. It's obvious nobody can be trusted no matter how much you pay them. I would not have made my decision this way if I knew it would affect my dad.

As per my knowledge you dad is responsible for the property taxes. I would suggest you to consult with the tax officer and check if they can provide you an easy re-payment plan to pay off your taxes. You can also consult with a good tax lawyer to get detailed information.
