I have a credit card debt listed with a collection agency and can now pay it off. In California isn't it true that you can go directly to the creditor and pay it off if they will accept the payment?

As far as my knowledge is concerned loans cannot be paid directly to the lender.

It's really up to your creditor to decide if they want to accept payment. They will usually send you to the collection agency because they have more than likely already sold off the account to the collection company.
