I filed chapter 13, will I get my federal tax return back

Welcome to the forum.
When you are under chapter 13 you are totally responsible to file your tax return and pay taxes timely. If you do not file tax returns then that will create problem for you and will make your chapter13 plan longer.

Chapter 13 does not have anything to do with your taxes. So unless you owe the IRS, you should get your tax return back.
