There is an account on my credit report and the collection agency says that they will remove it only if the OC gives permission for so. Can an OC agree to a PFD if a CA is reporting?

If the account is with a collection agency, then the OC will never agree to PFD it. You should request the OC to withdraw the account from collections and then request for a PFD.

I agree with what Niicss has said. However, it is also true that most original creditors may not want to withdraw the account from collections.
