can I foreclose on a sibling for not paying their share of expenses on joint owned property?

my sibling & i jointly own property in tennessee. this sibling has not paid their share of taxes or other expenses related to the property in 10 years. i want to know if i can foreclose on this sibling for not paying. i have contacted them and told them if they didn't want to pay that they could sign a quit claim deed but have not gotten a response.
An owner of a home cannot bring a foreclosure action against another owner of that home. Lienholders can certainly do so, though. But don't try to persuade them to do so, because a foreclosure action is against all owners, and that includes you, of course. You'll have to work out some sort of situation on that between the two of you, I imagine. Contact a lawyer if you want to do something serious here. Keep in mind that each of you is 100% obligated to pay, so a lack of payment by one does not mean you aren't responsible.
