As an executor, your rights will be to monitor and manage the estate of your uncle.
"At what point should his family be notified of his desicion and Last Will and Testiment? "
You can inform the family about the Will and Testament just after it is recorded.
"In his passing, what is first thing I should do?"
On his passing away, you should first of all sit down with all his heirs and inform them how your uncle has decided to distribute the property.

An executor is responsible for organizing the testators funeral, locating the will as well as keeping the assets safe. The executor will also be responsible for paying debts and taxes, selling properties and distributing the assets among the heirs mentioned in the will. If any heir to the property is under 18 years of age, the executor will be responsible for preserving assets, managing trusts and making investments on behalf of that heir.
