Can you please tell me if there is or can I change the data in the Personal Budgeting Tool. It is password protected.

Welcome to the Forums.
Only the grey colored cells are editable and don't require any password. You will have to fill out the details in these cells only.
It may be that you tried to input values in the white cells and that is the reason the tool gave the error message that the tool is password protected.
I am sure it will work properly if you input values only in the grey cells. The tool is designed to automatically calculate the other values based on the input you provide in those cells.

Thank you Sam, I was also facing the same problem as mcarthurs51, but now I know the reason why it was happening.
