i need to file a quick claim deed to remove the name of another party and I found out that the person is not in the country.

you cannot remove anyone from the title of the house. that person is required to make a quit claim deed to transfer his interest over to you. but since he is not in the country you will have to wait for him to come back and then ask him to quit claim his share of ownership to you.

There can be different options you can use if the other person is not going to return. He left only for some temporary work & will return or has left permanently?
