i paid off my second mortgage in august 2008. however, when doing a real estate transaction. the primary holder notified me that the lien was not released.
i went to the court house to double check and they do not have a record of them filing. when i call the second mortgage company back they said they had to reasearch it because it was done under another lender. i guess the mortgage companies merged or something.
in the meanwhile, i requested that they send me the certificate of satisfaction. can i file this myself at the court house or does the second mortgage company have to file this document for me to obtain the lien release.

Yes you can record it, you'll have to pay the applicable recording fee to the County.
