I own the property for 3 years and the property tax record shows western border line 7 ft eastward from the neighbor's fence. The fence has been there for more than 7 years. Hwo owns those 7 ft of land?

If you have used the 7 ft land for a considerable number of years, then under the law of Adverse Possession, you may be able to claim the land. But the period of using the land based on which the law will allow you to possess the land depends on your state laws. So, if you can tell me in which state you reside, I shall be able to give a better idea.
