How can you apply for a loan modification and end up w/a forbearance?

We have our mortgage thru Chase. We have excellent credit. Credit score of 807. My husband's worked slowed down Jan thru April. We tried to defer payments for a couple of months. They dont do that. So then in March, we inquired about a loan modification to get our payment lowered. We were told we qualify for forbearance for a 6 month period w/a $0 payment. I asked specific questions. Like: How will this effect our credit score? Will there be late fees? Will there be a balloon payment? The answer I got to ALL these question was NO. I asked if we could at least pay $200-300 to go to escrow for insurance and taxes. I again was told NO. Now we are in the 4th month of our forbearance, and we have since found out that my husband's credit score is now 640 because of non-payment. When I called Chase and spoke to a litigation rep, I was told that everything I was told was not accurrate. We will have a balloon payment, there will be late fees, and it has affected his credit score tremendously. I explained everthing to them, notating whom I've spoke with, that our documentation doesn't indicate any of that and all they can say is dispute it with the credit bureaus but they are not going to erase anything they've submitted to them. How can this be? If we would've been told any of that we would've refinanced instead. Does anybody have any advice?

find out if you mortgage is through freddie mac or fannie mae( you can find out from their websites).
Right now through Obama plans if you do not have sufficient income to pay your mortgage and other expenses/you are already in delinquent mode then you will be qualifying for obama plan. According to which you will qualify wonderful benifits( you will get satisfied without even forbearance)

I did find that out. We don't qualify for the Obama plan. We were current on our mortgage, but were struggling. We had not missed payments or were late. We didn't become delinquent until Chase put us in forbearance for 6 months and told us NOT to pay.
