I just got a letter that dismissed my chapter 7 due to us not having all the money from taxes, can we file again with a different lawyer

You may be able to file again but may be you will have to wait for a certain time period as stated by the court, if any. You can contact another bankruptcy attorney and take his opinion in this regard.
