HUD home buying from individual

my ex want to transfer deed into my name using quitclaim deed and I make pay arrangements with him. But it a HUD home owner occupant and have not yet been a year if we proceed with the transfer deed will it be legal or will he get fine if so how can we go about doing this without breaking the agreement with HUD

If you break the agreement with HUD, then you can be penalised for the same. It will be better if you could get in touch with an attorney and take his opinion in this regard.
