My step father wants to leave me the house but, doesn't want it to go thru
probate. Can he add my name to the title via a quit claim now? How will this
affect taxes?

Your step father can use a quit claim deed to add your name to the property deed. Once there is change in ownership, the property taxes will be reassessed and may get slightly increased.
