My sister and myself are executors of our fathers estate; this includes a house. She is having repairs done to the house without my consent and having the estate pay for it. I thought since we were co-owners that she would have to get my permission first.
This is rather self-explanatory but the mere fact that persons may be joint-tenants or have part ownership do not in themselves create a partnership. Typically, where the rules below point towards a partnership, such would generally satisfy this rule.

Well, your sister should have informed you about the home improvements that she has initiated on that property. You can contact your sister and try to clarify the things with her.
