my father was in the hospital and totally out of his mind and his partner had him sign a quit claim deed there are several witnesses as to his state of mind is the quit claim valid?

If there are witnesses then you can file a lawsuit against your father's partner. If it gets proved that your father was not in a mental state to take legal decisions then the deed will be canceled by court.

Yes it will need to be proved that your father was not in a condition to take any type of decision on his own at that time when his partner got his signatures.
