Refinancing my home and new title company is asking for a copy of survey. The title company and survey company don't have it 'anymore'. Shouldn't they BOTH have a copy? What are my options besides paying $450 for another one?

Yes, they both should have a copy of the survey. But as do not have it, I think you will have to go for another survey. I know, it will cost you $450, but you can't help it.
