i think you'll have major difficulty in finding such a loan. vacant land is considered high-risk, and virtually every lender in the country has backed off (for quite some time, actually). the only conduit for such loans that i am aware of is the hard-money people, and those rates are generally off the charts. in addition, if you could find a fixed rate with one of them, it'd probably be higher than what you would be comfortable with, anyway.
