does a 2nd mortgage company have to do a loan modification

it will be the discretion of the second mortgage lender to decide whether he wants to do a loan modification or not. as a borrower, you can always apply for a loan modification. the lender will judge your financial situation and then take the decision.

the mortgage company wants me to to make payment for 6 month before they will think about it. and time atough right now

If you are speaking about a loan modification, then it is quite surprising to me as to how the lender has asked you to make payments for next 6 months. As far as I know, lenders offer this program only if a borrower is delinquent on payments.
