My 2nd mtg did not give me a change on the payment arrangment we agree to pay if my second mtg when and put it in collections and the 2nd was report it as a charge off what should I do if they keep on changing there mine contenly?

As your second lender has already charged off the account, now a third party collection agency will collect the dues from you. However, if you want to work with your second lender, you can contact him and request him to take back your account from collections. But you should note that it will be discretion of the lender whether he would take back your account from the collections or not.
