No dear it isn't! When you take out a refinance loan, you have to pay the closing costs as it isn't possible to take out a mortgage loan without paying the closing costs.

There are always closing costs. With a refiannce, there are several ways the costs can be paid.  The costs can be paid in full with one of the following or with a combination of the following: 1.  Out of your pocket 2.  Raise the loan amount to cover costs 3. Raise the interest rate and the lender can pay some of the costs
