Why can't I find a reputable mortgage lender to refinance my manufactured home under HARP loan ?

I just want to refinance my mortgage to lower my interest rate and include my insurance payment (tax exempt veteran). I didn't have any problems with the lenders when I purchased my home so why should I have one now? I meet the HARP qualifications but cannot find a lender.
